It's a vst effect, put it on a channel with your keyboard and play some chords :)

It's not free and I haven't picked it up yet so I can't vouch for it, but I thought it looked pretty interesting: Doesn't really integrate with Reaper though. But its chord identification looks fairly sophisticated.
