Set ASIO latency to 3ms, but get 300ms

I have set my ASIO latency to 3ms, but the latency in practice (round trip) is several hundred milliseconds. Any idea what is going on? I'm using 64-bit Reaper for Windows with a Focusrite Scarlett 2i2 audio interface.

It might be a plugin. Have you any convolution reverbs or lookahead comps/gates in the project?

Maybe the wet/dry balance in the reverb is set to 100% wet...

I have the reverb on a separate track, so I ought to be able to hear the dry signal from the track I am recording on, whether or not the reverb track is unmuted.

- Does the dry track have Master/Parent Send turned on? - If you mute the reverb track, can you hear the dry track?

I'm not at my workstation now, but when the reverb track is muted I do hear the armed dry track, which I presume means that master send is enabled. When the reverb is unmuted, the dry armed track does not make it to the speakers. I also notice now a lot of crackling when the reverb track is unmuted, which wasn't there a couple of days ago. I have an FX-8350 processor with a 4GHz clock speed, so I would have thought that one core of that would have been sufficient to handle the convolution reverb. I'm wondering if there's some bigger problem here. I've also recently been having problems with audio in Reaper and hibernation which I don't remember having before.
