Is there such a thing as a Hardware DVD encoder??? (VOB -> SVCD) And would they be much faster/higher quality than software programs, such as CCE??? How much would one cost??? Anybody have any websites???

As far as I know, hardware encoders can't do multipass encodes.

For your purpose, software is the only option.
