Random black flecks

I doubt it... but can any filter take care of the random, and common black flecks that appear on an old anime video I have? You know what I mean... black flecks that appear just for a single frame and then move or go away...

Probably talking about scratches, burn marks or dropouts. There are multiple ways to get rid of them; Dedicated Filters like DeScratch or DeSpot Motion compensated temporal denoising (many filters work here like MedianBlurT, FluxSmoothT, TTempSmooth etc) Removal software like Mokey Plus many more, you really should search for scratches on this forum though. Its been covered lots already.
